I'm using Azure Storage Explorer with AzCopy enabled on a Virtual MS server 2012R2 host with 4CPU's and 4G mem.

I'm trying out azure blob storage for my backup files and notice that download is significantly slower than upload. 

What i'm noticing is that the network int intermits from 9.5Mbps tot almost 1000 Mbps and then stops. nothing happens then this repeats.

Azure Storage is a Passive device and it will never initiate outbound connection. When you say you are trying to download files, how does the communication happens?

Is it via public Internet or you are accessing it via Site to Site or Point to Site using Service Endpoint?
