I am looking to setup 2 servers in Azure and then use Load Balancer to configure active / passive configuration so if a port is failing on the primary server for a period of time, the balancer can send the traffic to the secondary server. I cannot find any how to's to do this.

Azure Load Balancers do not have a active/passive distribution mode. You can do this with Traffic Managers if the site is public facing.

Your best bet for a Active / Passive configuration is to use a 3rd party load balancing solution.
