The Portal Advisor-cost indicates I can save money if I reserve certain VM's.  I understand the upfront cost and how it works; however when I select to change over to a Reserve VM's is there an impact to the VM in any form or is this just a billing thing?

The change is just in the form of billing. It will not impact the availability of your VMs :)
