I am getting this error any time I try to create List Workflow (2010 Workflow) in SharePoint Designer 2013.

This error may occur if the system does not have enough memory, so, make sure there is enough memory on your computer.

此外，请尝试使用"以管理员身份运行"运行SharePoint Designer 2013。

Also, please try to run SharePoint Designer 2013 using "Run as administrator".
