If i have a number of services running in Azure what is the best way to do this? I know i can use a NGFW, but this add complexity to the environment.
Can i route traffic through an application Gateway? Or is it best to enable auditing on the External LBs?

You can use azure firewall for security and even it provides ability to monitor using firewall logs.You can also use activity logs to audit operations on azure firewall resources.You might not be able to take control over Azure application gateway outbound traffic and using load balancer alone here doesn't provide you any security.
