The chances are that it isn't encrypted - it's just plain wrong, or it's binary information.
Look at the documentation for your scanner, and see what it says it produces, and how it expects the interface to be configured - your use of "COM port" implies it's a rather old device, which would normally need a driver disk, if it is not directly supported by Windows.

Frankly, if it would normally have a driver, then I don't hold out much hope of your getting it to work directly via C# or VB without it, and if it does have the driver loaded, then you shouldn't be talking directly to it anyway!
