I have an old application that uses TCP echo port 7 to ping a sever to see if it is there. On the server it is connecting too I have installed simple network features. If I turn off the firewall on the server completely, then the program can connect to port 7. But with the firewall turned on, it cannot. I have added a rule to the inbound section of the firewall, allowing any program to receive connections on port 7. but this did not fix it. How do I configure the firewall correctly?  I am using Windows Server 2012 standard.

I have already asked this question in the Windows Server thread and it was suggested that I install Message Analyzer. When this only confirmed my observations that with the firewall on the server did not reply to incoming packets on port 7. I was told to try this forum group for help. Echo Protocol使服务器发回一个相同的数据副本。因此，入站和出站都是必需的。

Echo Protocol make the server sends back an identical copy of the data it received. So both inbound and outbound are required.

So try to open the port 7 as the following command does to see if it works:

netsh advfirewall firewall  add rule name="open TCP port 7" dir=in action=allow protocol=TCP localport=7
