Not sure if this is what you're looking for but are you trying to create an automation account perhaps? You can also do this through ARM templates (deploy using PowerShell, Azure CLI or different methods). There are a lot of sample templates at https://github.com/Azure/azure-quickstart-templates. However you can create a resource through the portal as well and retrieve the deployment template in the resource blade. More information on using ARM templates can be found here:
