I have a VERY old workspace that doesn't show up in the azure portal. Needless to say that any method that uses azure resource manager doesn't find it.

Based on the issue description it looks like you are the owner of the subscription but you are unable to find the storage account and studio workspace that is not in use. This could be because the workspace and storage account were deleted incorrectly.

If you have a support plan you can create a support request to Machine learning studio services from the portal.
