I'm working through Azure Monitor and Azure Policy to try to find a way to have an alert raised in case any of the CA rules are changed but it's not really working, has anyone had any experience of doing this in the past, doesn't need to be with these tools, I'm open to suggestions.

You'd need to create a query in log analytics for policy updates, then create an alert from that custom query.
