I have a site collection with no subsites which holds the data of 2TB. I found that users were not able to upload any more files since it touched 2 TB. For any site collection it can hold upto 2 TB and max 4TB. I suggested my SQL team to create secondary db file so that it will let users to continue to upload files. In this case how should i archive the content without losing metadata.

Do RBS work ? any other solutions where i can use existing data within same site and continue to upload files with no interruptions.

There's nothing preventing you from exceeding 2TB. Either you have a quota set on the SharePoint site or the MDF of the database needs to be increased in size. You can add additional data files, if you want.

RBS has a max database size limit of 200GB and isn't designed for those using SQL Standard or Enterprise.
