VMSS is suitable for stateless applications because the machines can come and go any time. I think we cant take snapshot of data disks attached to the VMSS. I will check with the team.

One option is to use Azure Files . You can run a custom script extension to mount an azure file share to the VM in VMSS. Obviously the performance of the Azure files will be less when compared with Disks. Its based on your usecase.
