See, i am displaying data like above.  What i am trying to do is increase the controls height to remove scroll bar.

If controls height increase then it should auto push the below control down. Same condition apply for the below control as well.

That's not what users expect of a user interface.  Remember, screen space is not infinite; at some point you will run of of space and will need the scroll bars.  You might as well just allocate a fixed amount of space for a reasonable number of lines and leave it at that.
