I need to make sure have proper resource locking when doing backups, but it isn't 
clear to me whether standard Azure backups provide this or not.  Can't seem to locate the proper documentation.

Question: Does Azure's standard virtual machine backup automatically perform locking on that VM's databases?

When doing Azure Backup, AzureBackupRG_<geo>_<number> resource group gets created. Unfortunately, we do not recommend locking this resource group since there is a max limit of 18 restore collection points.
