we have the limitation that we do not have access to Server A. we need to use Server B and plan the movement of mirror database from Server B to Server C. AFAIK, we need to take backup and restore it to server C but i think mirror does not allow us to take backups. If that is true, how can we move the mirror DB from Server B to Server C?

Correct, you will not be able to back up the Secondary involved in mirroring as it is inaccessible.  You will need to break the mirror going from Server A to Server B and set it back up again going from Server B (as the new Primary) to Server C (as the new Secondary). Yes, to do this you will take a new full and T-log backup of the database and restore them to the new Secondary instance with no recovery and then use the wizard to establish mirroring between the two.
