Per Speech service -> Quick Start -> step 2, it says "... Test your keys with the built-in testing console without writing a single line of code....", but I cannot find it.  

Could some one please help to point me its place?

Could you please let us know which quickstart link are you following in speech service?

If it is integration of LUIS with speech intent then the LUIS portal would be luis.ai
