I just Created the team Site and Enabled and Publishing Infrastructure on site collection level as well as site level but I was unable to see the content editor Web Part.

Are you talking about SharePoint on premises or SharePoint Online? As far as I know, it can take up to 24 hours for the change to take effect after enabling those features in SharePoint Online.
