Hello, I have recently been using a tool called Packer to automate the creation custom VM images. Ideally, I would like to use these images in my DTL instances to provision Dev VMs. Unfortunately, I don't seem to be able to select any custom images that are created outside of DevTest Labs. They don't show up in the custom image list.

Creating a custom image from a VM will look at your lab's storage account.  There's no documentation that talks about importing a local VM into your lab storage, but that may be worth experimenting with briefly.  Uploading is covered using a VHD which you can use to make a custom image, but it sounds like your process will involve frequent VHD uploads.
