Those blades are managed by Azure and only contain the actual services. You can rearrange the services and add them.  https://www.michaelcrump.net/azure-tips-and-tricks6/

You can, however, create a dashboard in your Azure portal and add those shortcuts there. https://docs.microsoft.com/en-us/azure/azure-portal/azure-portal-dashboards
