I have several Azure VMs whose status is presently "stopped (deallocated)."  I don't expect to need them "running" for the next year or so, but I want to be able to activate them again in the future.  A delay of a few days would be acceptable when activation is required.  What is the most cost effective method of achieving this?

Either way when you de-allocate it doesn't cost you much when you shutdown the VM as it's cost to your only underline storage. If you choose to backup and delete this VM and restore it from the backup and create a VM out of it.. should cost you a bit higher. It's tricky. I could recommend you to try out both the options on a test VM and calculate the cost.
