I have been asked to create a pre-start custom list online. That's the easy part and for the most part I have completed the list and tested it. It works well however i currently have a column setup that lists items that need to be ticked off. The issue is that it is not as functional as it could be.

I need to have the ability to list the item and then have  2 tick boxes for that item so a user can tick YES (to indicate he has checked the item) or tick the secondary option for that item line (this could be either NO or NEEDS ATTENTION)

you may add e.g. Choice field with 2 mentioned values:

and specify Needs attention as default choice. Also instead of Choice field you may use Boolean field.

If you don't like fields you may enable Content Approval workflow for list items (List settings > Versioning settings > Content approval). In this case if item is Approved then user checked that, if item is Rejected - it requires attention.
