You can lock down the RPC endpoint so that it is not reachable by the public, disallowing anyone from sending transactions.

By default, if you click on the Network Security Group resource in your PoA deployment, you will see that the RPC endpoint and the websocket endpoint are both open to the public. You can modify these rules to restrict the IP address range that are allowed to reach these endpoints. If you are concerned about spam transactions, I would advise locking down the IP range to only the clients that you expect to be able to use the network. Let us know if this would be sufficient.
