I am getting huge charges called "MONTHLYSTAMPFEE" in my Azure environment. It is only a developer/test environment with very limited volume, etc. I submitted a Azure Support Ticket and they say somehow I must be on one of the Isolated App Service Plans. I believe I do need to be on a Standard App Service Plan as I do have a EV SSL deployed. How do I downgrade from the Isolated App Service Plan to Standard? Will that fix the charges?

If you do have an App Service Environment, these have a high monthly cost because you are given dedicated hardware. If so, you will need to delete the App Service Environment and manually create a new web app that is running on the standard tier. Unfortunately, there is no way to currently downgrade or convert an App Service Environment to a multi-tenant web app. Pay close attention to the App Service Plan when creating a new web app to ensure you select the proper tier.
