I have been tasked with making an "app". It seems pretty straight forward, but there are so many tools that I'm not sure what to use. The "app" should be web-based so an engineer can select a few options (out of many) and based on what the user supplies the back end will create a word doc with various tables and fill in some blanks (ie. company name, date of execution). The tables are pretty static and if it changes it would be after generation of the doc. (ie. The customer is responsible for this, Company is responsible for that). I'm very new to the SP world and I'm watching course after course on administration and whatnot, but I gotta get going on this project. How would you do it? Which of the MS tools would you use (PowerApps? Just SP?)?

My company subscribes to O365 and I think it's at the highest tier so I have access to everything they have to offer.

Edit 2: I'm sure there are 100 ways to skin this cat and I'm open to all suggestions. Required skillset might be the only limiting factor, but I'm willing to learn what it takes to get this done.
