Oracle images are published in Azure by Oracle.  You can find that information under publisher in Azure portal when you are searching for images.

I am not sure if Oracle Database has a free license. If it has a free license, You can launch a machine in Azure, Then install the software manually and convert that to an image. Then we can use that image later.
