I'm using the portal to create a firewall rule for SQL "server" not an individual database and receiving the error "Failed to overwrite firewall rules and refresh the blade." I returned to the azure portal to give the Firewall Rule option one more try prior to trying the proposed answers below. Much to my surprise, the portal tool worked as expected. I have no idea how this issue was resolved or who resolved it, but my immediate need has been satisfied.
