Need a simple solution for creating an app that will notify users of an emergency. This is for a nonprofit with 150 employees using both Apple and Android phones. This will be used seldom (hopefully never) but we deal with people who are at rough places in their lives, and as a nonprofit we can't hire programmers. The program needs to just notify users that there is an alert. I thought of using a Logic app with Functions and HTTP. I was also thinking I might be able to use PowerApps as the forms front end and Nodejs to build. But as I dug into this it just got more complex and there were so many tutorials from Microsoft that were either not applicable or required too much money.We are in a Hybrid setup but are all in with Office 365 and thus have Azure and not onsite Exchange server. My skills in JavaScript are better than C# but I can figure it out if its' not too complex. I've looked and all I find are services trying to sell me texting. We provide health services to mentally ill and people who suffer with addictions and rely largely on grants to provide these services. Any help will be very appreciated and possibly save a life.

Thanks for reaching out Jhmblvd. Without knowing how the alerts will be generated, I do believe you were on the right track with using Logic Apps with Azure Functions. I realize you've scoured the net looking for tutorials so please forgive me if you've already reviewed these Logic Apps and Functions tutorials.
Since your organization uses Office 365, have a look at Flow as a mechanism to getting alerts to your end users. However, for more advanced alerting, I would look at this documentation on utilizing notification hubs.
