I am looking for the SQL Server 2012 Developer edition. I have searched lot of portals and websites but couldn't able to get. Can some one help me in finding the setup files or share the setup if any one of you have.

Developer edition for SQL 2012 wasn't free when it was released. Check if it's sold by any other vendors and if you can buy it since it doesn't seem to be available on MS website. Developer editions were made free starting with SQL 2014 up to the latest.

I am curious as to why you need a 2012 version. Doesn't 2016 or 2014 work? To some extent, you can get 2012 functionality even on 2014/2016 SQL instance by keeping the DB under the compatibility of SQL 2012 (110). But keeping it in lower compatibility doesn't prevent a DB from using a new feature offered by the version of the SQL instance the DB is on.
