I created a scale set with terraform and enabled autoscaling also. Then deleted a VM from scale set, so auto scaling suppose to create new vm. But it is not doing that. Do I need to do anything else? . Thank you

Generally autoscale depends on a particular load to trigger an auto scale. Not if you delete a node

You would setup your scale set with the number of nodes you want then define scaling properties based on the above doc. The nodes will scale up and down depending on the load.
