Hi,
I'm not sure if I understand exactly your question.

You can install/uninstall any components in Visual Studio 2017 at any time, using Visual Studio Installer.
How to launch Visual Studio Installer:
  (1) run Visual Studio 2017
  (2) [Tools] > [Get Tools and Features] -- accept User Account Control
You can select components individually with [Individual Component] (I don't know exact English name).
     
cf. Installing/Uninstalling(Removing) some components of VS 2017 does Not affect the health of CPU, it affects only storage space (many components use much space).
