Hi,

As you can see from this official doc

 At this time, you can only manage the Azure Cosmos DB account via PowerShell; other resources such as databases and containers cannot be managed via PowerShell.

So, as of now, there is no way to manage Cosmos DB through PowerShell there is existing feedback which is already opened and start planned by Microsoft.

You can use the Cosmos DB PowerShell module available on the PowerShell Gallery.
