I have multiple Azure subscription.  AZ-West, AZ-East, AZ-South and AZ-North.

I like to start using blueprints and Management groups. Where do i go to create a blueprint and Management group. Do i login to each Azure subscription and create it in their or their is one place i can go and i can create one blueprint and apply to all my subscriptions. portal.azure.com takes me to one subscription. 

Also, do i have to create management groups before blue prints. 

What is the best practice to manage AZ-West, AZ-East, AZ-South and AZ-North subscription.
