I've set up a view with 2 groupings. The groupings are set to be collapsed by default - but when I open the view the content is already displayed (even though the "+" icon next to the first grouping appear as collapsed). 

如果我选择在两个级别展开 - 然后再次折叠它们 - 那么一切看起来都符合预期：显示第一级别分组，下面没有显示任何内容。 

If I select expand at both levels - and then collapse them again - then everything looks as expected: the first level grouping is shown and no content is shown below.

I have done a test in my SharePoint 2013 with latest cu, I could see the same behavior as yours from my SharePoint 2013 with latest cu.

It seems that this setting is set to "As last viewed"  instead of  "Always collapsed/expanded".
