I have been able to submit app updates as recently as 3/20/2018.  Today, however, when I click update on a submission, Properties shows Incomplete. Nothing is flagged to be updated.

Of course this prevents me from submitting my update.

Since I have done several previous updates for this app, I don't understand how this could show Incomplete.

You could firstly remove that submission and click the update button again to create a new submission.
