I have tried manually updating the connection strings in the resource table in the MSCS_Admin central commerce server database. That was not successful.

There's actually a registry key that controls that behavior.

If you are using the 32-bit version of
Commerce Server, change the value of the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Commerce Server
2007\Profiles\UnsafeAuthenticatedConnectionSharing registry key to 1.
