View/Download/Transmit are user actions tracked in the HealthVault shell UI. Transmit can occur when the record owner uses HealthVault Message Center to send health information via Direct messaging.

View and download actions can occur when a user receives a DOPU package, but they are not exclusively the source for these actions.
