I'm having the exact same problem. It was for a while then I started noticing ever time I'd try to reboot or shutdown my VM's it will say Stopping for state and just stuck there until you reboot the host server. When you select that VM in the manager there's no options shown for shutdown or power off. Have you had any luck fixing this?
