I moved everything to a new computer.  I had been using WE3, but downloaded WE4 to the new system.  I copied the website files to my new system, edited a page, and published it.  Problem is the bottom border file is being copied into the edited html file as a permanent text addition and the page displays online with 2 bottom borders.  I edited it again, now there are 3 bottom borders. I went back to my old system and published the correct pages, but wish to figure out the problem.

Is there an app data file I should move?  Or some WE4 settings I should change?  Any help would be appreciated.

If you using old FrontPage shared borders, they will be trashed by EW4, with symptoms similar to what you are reporting.  They simply are not supported in EW4.
