Steps to reproduce:

1. Open VS 2012.

2. Create new Silverlight 5 Business Application.

3. Open Silverlight project properties and click Signing tab => An error occurred trying to load the page. Class not registered. Looking for object with CLSID: {B07DA5DD-055B-4018-88F3-3A433FDB9B25}.
