Please see http://www.microsoft.com/windows/windows-vista/features/xps.aspx for details on what it does.  Microsoft XPS Document Writer comes with Vista and Windows 7 or is obtained via http://www.microsoft.com/whdc/xps/viewxps.mspx for XP.
