First three submissions (versions) of some application were visible to Windows 8.1 and 10. But forth submission is visible only to Windows 10. During creation submission there are checkboxes that indicates availability to Windows platforms. There is no checkbox for Windows 8.1. How to make application visible to Windows 8.1 platform? What decides of application visibility on Windows 8.1?

The problematic submission passed tests using Microsoft Certification Kit both on Windows 8.1 and Windows 10.
