Replying to my own question so as to avoid a stub.

I found the .dll in the .NET tab when I add a reference to my project in VS2010. I couldn't find it originally because I had previously loaded the express version of 3.1 and loading the standard version did not seem to add the .dll reference to the .NET tab.

我卸载了快速版和标准版，重新启动并重新安装了标准版。标准.dll现在出现在.NET标签中。

I uninstalled the express version and the standard version, rebooted and reinstalled the standard version. The standard .dll now appears in the .NET tab.
