In WM 5.0 or higher, we can use SystemState to check for presence of camera.

But what about platforms prior WM5.0 such as Pocket PC 2003?  We don't have SystemState there so can not use it.

I know that in platforms prior WM5.0, we could check for a presence of a file such as Phone.dll in Windows directory to detect if phone is supported.  But there is no Camera.dll file, so we have to check for something else to determine if camera is supported.
