As we mention our earlier questions, we use Spatial Data Service - getBoundary to get region boundaries.

In this request we pass collection of co-ordinates and the count of collection around 5000. therefore its fails in our code.

Are you talking about the Geodata API (https://msdn.microsoft.com/en-us/library/dn306801.aspx) if so then Bing Maps limits per the Terms Of Use documentation would apply here.  Depending on what type of account and key you have will determine the number of requests per second and the total number of transactions allowed.
