I am looking for an event in the WINSCARD to be able to detect that the smart card is 
plugged in or out in the reader in a programming way to handle the change in the data

I found add the Smart Card Functions, and I did not detect some API to realize like the observer pattern. Therefore, I guess it will hard to achieve, when the smart card plug in, your application will get the notification, through Smart Card APIs.
