We recently installed Team Foundation Server 2018 R2, and the build services seemed to be running fine. Then our company decided to implement a group policy requiring an executionPolicy of "AllSigned", and the builds stopped working. Most of the PowerShell scripts provided by Microsoft (or from the Marketplace) do not seem to be signed.
