I have Visual Studio 2013 on my Windows 7 machine. It is up to date and I installed Windows Phone 8.1 Development Tools RC and the Windows 8 SDK. However, when I start VS2013 I don't see the win phone template or the win 8 app template.

I've seen suggestion of modifying VS2013 and making sure to check the mark beside installing the tools, as instructed here https://stackoverflow.com/questions/18099572/windows-phone-8-template-in-visual-studio-2013-preview

However, these options are not available for me to choose from.
