You cannot.  You need the Windows Phone 8 SDK tool to connect to a Windows Phone 8 device but you cannot install this SDK on PC running Windows 7.

The Windows Phone 7.1 SDK tools cannot connect to a Windows Phone 8 device so even if you register your Windows Phone 8 device using a different PC you cannot deploy applications to that device from a Windows 7 PC with Windows Phone 7.1 SDK.
