What operation do you do when you get this error?

If you are a client user, please check your internet settings first based on the error message, make sure your internet could access other web page successful.

If you are a developer, please share some code snippet about how do you use the Service, which could help us reproduce this issue.

According to the error message, there has any problem when you call the service. Please check your configuration for the service to make sure it has been configure correctly, such as endpoint.

In addition, you could use Fiddler to capture the communication between your Silverlight client and service. It could help us find out what happened when communicating.
