We are in a situation where we need to having a touch screen running main application and another display or monitor that should run analysis application. Touch screen app should be run in a KIOSK mode. Is this possible with Windows 10 IOT Core? If not what are all other options we have?

But if you are talking about one foreground app and one background app, or two background apps, it will be possible because windows iot core can running multiple background apps. If you can operate your background app via command line way then you can remote to the device via Powershell or SSH from a development machine and display in its monitor. AFAIK, Windows IoT Core seems not support two monitors at the same time.
